A number of Paragon skills should appear by default on everyone's bar (assuming you're the only Human Paragon on the team). There's some debate about the best IAS (Frenzy vs Aggressive Refrain), but most of us will say much the same thing - your primary role in PvE is to toss out Save Yourselves! and There's Nothing to Fear! Take an adrenaline engine so you can do your job.
The great thing about a Paragon is you can mass-protect your team and do big damage at the same time. So don't be a pussy and invest at least 12 points into Spear Mastery and some decent attacks. Leave 0 Spear Mastery, Staffs, Songs / Arias / Ballads of Restoration and Tactics shouts to the dead.

Usage -- Cycle between Focused Anger and For Great Justice, don't have both up at the same time. This builds adrenaline for your most important skill, Save Yourselves.
- Spam your energy-based attacks. Using energy skills means you save your adrenaline for SY.
- Spear of Fury has a nice damage bonus and an adrenal boost if you hit a foe with a condition. Use Anthem of Flame before SoF to apply a condition.
- Spam Save Yourselves whenever you can. Your team mates, Heroes and Henchies will love you for it.
- You gain no personal protection from SY so use There's Nothing to Fear to reduce the damage you take. Plus the team gets a nice little heal when the shout ends.
- When you're out of battle, it's important to maintain Aggressive Refrain given the expensive cost of initiating the refrain. Anthem of Flame doubles as your AG maintenance skill, use it when running between mobs.
- When you're a bit further along the track, consider Ebon Battle Standard of Honor to buff your damage and that of your fellow Paragon and Ranger team mates.
- Paragons use shouts to maintain energy. If you're having trouble, drop Spear of Fury for Go For the Eyes! Don't forget to maintain Aggressive Refrain, after your first battle energy should not be a problem.
- The more party members within earshot, the more energy a Paragon will gain from shouts, so always run with a full party when possible. GW is a team game, leave solo play to farmers and World of Warcraft.
There's also debate about which armour to take - your choice comes down to Centurion or Survivor Insignia on all pieces. Choose your poison, they're both good.
A Vampiric weapon will serve you well, as will a Rune of Clarity.
